Delaware Division for the Visually Impaired

The Division for the Visually Impaired is the State’s oldest agency, with a history dating from 1909.  That year the State Legislature made a $1,500 appropriation and passed a bill establishing the Delaware Commission for the Blind.  Two “Divisions” were established for the care and training of the blind.  One Division was for the northern part of the State and the other for the southern part of the State.  Our total budget for this statewide program is now over $9 million.  Our Division is now organized into three primary programs, which include Education, Vocational Rehabilitation and Independent Living.  Additionally, we have a direct employment unit: The Business Enterprise Program provides self-employment opportunities for qualified individuals.  Finally, there are support services including: The Instructional Materials Center, Volunteer Services, Orientation and Mobility, Low Vision Services, Training and Technology Center Services, Fiscal Operations, and Information Systems Support.

We are very pleased to be working with the many fine people who are visually impaired.  In addition, we coordinate with other government agencies and non-government organizations to ensure the maximum services possible are provided.  The demands on staff are challenging but this resourceful team is well educated, motivated and confident in their ability to improve the lives with whom they work.  We at DVI will do our very best to offer critical services in a timely and professional manner.  We are here to support your efforts.
